($75K + $50K) * 8 = $1M HEMIC only covers 7 of the 8 licensees, leaving a tiny possibility that one island will actually get a dispensary ... just as soon as State finishes figuring it out. Why, it's almost as if the dispensary system was actually designed to be a giant tax mining operation.
