Palamanui built the small college campus and a few other promised improvements but failed and refused to build the major connector road between Mamalahoa and Queen Kaahumanu highways, thereby thumbing their noses at their promises to the people.
1. Promise to build roads if County approves your zoning;
2. Don't actually build any roads;
3. Profit!
I shouldn't be surprised that this isn't just a Puna problem, or that it's still going on.

The overall Palamanui project, aside from the collage, hasn't progressed anywhere for over 10 years. They haven't started on the homes, or retail establishments- nothing. Palamanui is slated to go back to the county to get the entitlement conditions amended, as the project isn't feasible as is.
