State really should have gotten out in front of this, but of course it's always easier to find funding for an "emergency" and/or "Federal compliance". It would take a whole lot of cesspools a long, long time to add up to that amount of effluent. And cesspools have some amount of filtration, not direct runoff pouring into the sea. Maybe it would be easier to fix one giant problem, rather than thousands of smaller problems? Recycle Puna. My neighborhood has been in the forefront of eliminating cesspools.The county has an ordinance that requires people to upgrade their septic if they remodel in our neighborhood. They didn't enforce their own rule ! Our water association started requiring a septic upgrade if a change of water user occurred, some of us upgraded on our own. I spent about $12,000.00 having my cesspool removed and had the latest greatest septic installed ! Voluntarily ! I live further from the ocean than some people in HPP. |
