The state doesn't think you're recycling enough, so to threaten encourage you, a bill pending in the Senate would raise the bottle depo to 10 cents:

Under Senate Bill 3099, the container fee would rise to 10 cents if the state's redemption rate can't hit 80 percent for two consecutive years.

The 5c fee is a joke. 20 beer cans in order to get a dollar back? No wonder many people can't be bothered, judging by what I see at the transfer station.

Does the government make money off this? I didn't know.

It’s a Tax, the original law said they would raise the deposit to 7 cents if too many people returned cans

How about the folks who always recycle but never redeem? That would be me. For now it's just not worth my time to stop and collect a buck for a few bottles.

Reduce-that's my priority these days. I aim to visit the dump/recycling station as infrequently as possible.

Redemption rates are around 67% (2016) to 79% (2009)

However fraud has been the main issue with the program according to 2010 audits

You can see from the numbers it's not a tax windfall.
