Hawaii State Agriculture Board today approved individual loans up to $500,000 at 3% interest for losses due to lava - and related issues.* This is separate from USDA relief:

I didn't read into the details but it only said damages due to the eruption. Not specifically lava. When I asked the USDA some very specific questions, basically anything eruption related (lava, ash, etc) was a go except for orders by civil defense. (they didn't answer my question- if they force you to evacuate due to the volcanic emergency, or close roads accessing your property, is it covered if your livestock is left behind)?
But this is a state program.
