The squeaky wheel gets the oil. Trust me... it will get better in the future as more people realize that Puna is getting shortchanged.
What happened to the modified 2008 - 2009 CIP budget that was to include evaluating sidewalk needs? (Or is this a different funding source?)

Its not justification, because Puna is being shafted, but many of the Hilo improvements will have benefits for Puna. Improvements at UHH and the Community College do benefit us, as do airport and pier improvements. Those are $91.7 million of the almost $175 million (52.5%). The direct Puna improvements are another almost $6 million (and may be more depending on where those nebulous "guardrail, shoulder and traffic improvements" are done).

Puna does need more, but at least the East Side in general is finally getting some work done.

Granted, a mere 1% of the total ($1.75 million) could work miracles in our health care.

Sheesh, Rob, what do you expect? Quote from a March 8th article about the opening of the new lava flow viewing area:
