What are your thoughts on this? Funny how he says what we now know now, we don't want people rebuilding. Hmmm, if you're in LZ1 on a rift zone, you should have "known" that a long time ago.
I really don't have any thoughts on this, because I didn't lose my home. Be interesting to hear what others think.

We looked at property a few years ago in that area. along with Black Sands, we came to the conclusion that being downhill from an active volcano wasnt a good idea. we settled instead in Mt.View. (Zone 3).

In some ways, I think people were scammed by just the county allowing any subdivisions in lava zone one.

There are quite a few aspects of Senator Ruderman's working proposal that I can support.
Among my favorites,
.the makai section (Railroad to shoreline) of the proposed State land would still be open for Ag.
the land being swapped would be lava 1 for (long term) leasehold
the development should be placed in the hands of a non profit organization
( suggested was Habitat for humanity)

The State land described in the proposal by Russell Ruderman is different from the Hawaiian Homelands parcel adjacent to it. DHHL, which manages Hawaiian Homelands is however, in an excellent position to help Hawaiian families displaced by the lava in lower Puna, by expediting assignment of available parcels under their control. Has anyone heard if they are doing this?

We did the same. We would have bought in Kapoho, but couldn't afford it. Good thing we weren't wealthy, I guess?

Reinforced by County insistence on building permits, followed by State creating fake insurance so that banks would finance it.
The longer question is: did they collect enough property taxes to cover the cost of the lava emergency? Was it just more "tax farming" designed to attract FEMA bailout dollars?

Over all this time - absolutely - multiple times over.
The FEMA bailout $ will be the icing on the county employees overtime pay, which will ultimately boost their pensions.
