Ruggles and Ohara have released the Excel spreadsheet detailing the County's plan. Seems like they've got nothing to lose now so might as well share all the info they can. Ohara noted that not all of the $680 million is new money from the state - ~$300 million is from current affordable housing legislation, and some will come from Federal sources.

The Impacted Area (undefined?) has an interesting line item:
Land acquisition - 189,000,000 - 100% land value of parcels in impacted zone & lava zone 1
That conspiracy theory might have some basis?

For all the land impacted, destroyed and what the county has apparently appropriated by classifying as Mandatory Evacuation, That is not very much money.
What are they calling 100% land value?

Some of the pricing is incomprehensible: $20K for internet access at Pahoa Recreation Center ($10K for fiber, $10K for equipment).
Telcom brought my fiber for free; a really nice "commercial-grade" wifi router is under $200.
$6.3M to triple the number of air quality monitors (10 sites at $150K/each, two new vehicles, four more staff, etc) so that "State and County can inform the public of hazards associated with increased air contamination". I thought the whole point of redevelopment was to move people AWAY from these sources?

Apparently the County wants to treat USGS as Oracles as well (emphasis mine):

The Puna Community Development Plan gets a mention. Rob or someone can confirm this Vision section aligns with the PCDP?

Interestingly, this expense is clearly laid out in the resolution (whereas others are only roughly outlined).
County of Hawai'i. Fund the overtime and expenses required to support the emergency operations estimated at $2 million a month ($120 million for five years), provide evacuation routes as necessary, harden critical infrastructure and facilities (e.g., communication and information systems), and contract services as necessary for hazard monitoring and assessment.
This one is for you Kalakoa (emphasis mine) - Partner with the major Keaau landowner to facilitate their master plan. ... a.ii.3. Develop the land under a redevelopment agency with preference to evacuees.
Tons more information in the docs (Allowing Ohana structures, expanding Section 8, etc, etc, etc) Very vague on the use of the $198 million that includes the line item cost for 100% land value of parcels in impacted zone & lava zone 1...

I've just come back from visiting on Oahu and Maui.
While I know that the amount of money the County is requesting is more than the Mayor actually hopes to receive, I wouldn't bank on much coming at all. No one I spoke to had any problem about helping rescue people in dire situations during the emergency. But the most frequently asked question was along the lines of " They were gambling big time by living on the rift. No one pays my losses when I'm in Vegas - why do they think we should pay for their foolish choice ? ".
The primary this past weekend had the lowest rate of turnout in the entire country. It won't take many loud voices in a politician's ear to sway their vote. There are many other needs clamoring for State funding. I wouldn't count on many pennies coming Puna's way.

The amount of money for projects that have nothing to do with the lava event, is staggering. Example: A new police and fire station in Keaau?
