CERS proposed an alternate egress for Fern Acres.
Cost estimated at $2M. Lots of support from elected representatives.
County "doesn't have the money".

What would be the alternative route? Any other way north or east would still have to cross that same stream. You could cut a short connector over to South Kopua Road but that only gets you to 11 just above the stream. I guess that would serve if the bridge washed out completely, but it's not much use in an emergency.

I want to believe that a new alternate north-to-11 route built to current standards would include a stream crossing capable of handling this kind of deluge.
The bottom of Fern Acres does connect to Road G in Hawaiian Acres, improving G and cutting it through to Ainaloa would create a usable emergency egress.
As a practical matter, it's all irrelevant; no alternate route will be built for the same reason that it's generally impossible to build anything.
