A friend made an attempt to sell her home in LE.
She had an offer from a buyer.
It was submitted for a VA loan.
VA turned it down because a rental building did not have a septic system.
It may still be OK for a conventional loan or cash sale.
My knowledge on this is 2nd or 3rd generation verbal.
The only thing I can find out about this bill, SB2567, is that it is in some committee and on hold for a decision until the end of 2019.
Apparently the responsibility for the septic system in on the seller not on the buyer.
I am being pushed hard by M'Lady to get an appraisal on our home in order to refinance to obtain a lower monthly payment.
I want more info before spending $500 to $600 on an assessment for a place that may not have enough value to refinance in the present market.
I can not find any recent reports on the state of the septic requirements, nor reliable recent home sales values in LE.
Some of the sales figures reported to the county look and smell to be doctored.

I had heard that, if a home is now sold, it must have a septic system. However, there is Bill Gate's new designed toilet, which is supposed to be an alternative to a septic system. I'll go find it......

No such requirement for septic. They keep talking about it but that’s as far as it has gone.

Septic systems are enforced by the Health Department in Honolulu, as I remember. Many phone calls to get the right answer by rude personnel. Anything different like composting toilets, etc. are classified as "alternate methods of construction" and are "approved" on a case by case basis by both Health Department and the Building Department.
Don't want to sound like a bummer, but rather point you in the right direction to get the answers you need. Any queries to "Quicken" loan as to their requirements on refi's?

Probably couldn't be hooked up but the seller must have advertised it as a rental or disclosed that !
