Stargazing by Permittees on Maunakea (both commercial tours and special requests) is of increasing public interest. In order to ensure that the stargazing which does occur is safe, under the authority of a required permit, and that any potential impacts are appropriately managed and mitigated; explicit designation and demarcation of use areas is needed.
Not that anyone can access these wonderful improvements...

It's ridiculous that people have designated zones to stargaze. Seriously? What's next, designated whale-watching zones?
OMKM have done a decent job of trying to manage Mauna Kea in recent years, but this is nuts. They are trying to fix something that isn't broken. There are several places on Mauna Kea that people go to stargaze which have not caused any problems to anyone. Why does it now need regulating?

Tom - I think they are trying to designate space within their 20 acre parcel for viewing, so they know where NOT to plant their restoration trees, etc. Anyone can view on the DOFAW lands outside of the UH Hale Pohaku parcel (that is what Mr. Klasner said).

I don't disagree that it's ridiculous, but having been bashed continuously by the activist faction that they haven't enacted administrative rules, what choice do they have? Our state believes that they have a right to control every move anyone makes on state lands - and that goes doubly for any business that conducts any activity on state lands - so OMKM has no choice but to implement rules for every activity that they allow on lands under their control, and specifically prohibit every activity that they don't allow - except, of course, if it can be claimed to be a (Hawaiian) religious activity... (try erecting a cross in the summit region and see how long that lasts...).
And with a sufficient number of rules, most of which are never even nominally enforced, then everyone, at some point, can be guaranteed to have violated some rule and can, when the State so desires, be found guilty of some infraction... (fans of Solzhenitsyn will recognize this strategy...).
