How do they correct their own screw-ups? They establish new departments, hire consultants and "temporary" County workers, hold meetings and hearings, compile findings and post the PDF online, develop a plan to counteract past mistakes, quietly retire one department head who "wants to spend more time with his/her family," hire more County workers to implement the plan, raise taxes...
