One major delayed but ongoing Kona Brewing expansion project is a 100,000- barrel brewery being built in Kailua-Kona to replace the company’s existing 14,000- barrel brewery. This $20 million project, which began four years ago, is expected to be finished early next year.
They probably needed a bailout to finish this project.

Yes, I expect that they needed a really big, expensive urinal for that much beer. The permitting process for such a plumbing fixture can also be tricky, costly, and ongoing, so they probably needed help with that, too.

When they were purposely deceiving the public as to where their beer was made it was probably important to continue to the Hawaii charade. Budweiser probably doesn't care. The water on the Kona side is horrible anyway.
