Note that it doesn't explain how they will enforce this, especially when they can't even keep all the transfer stations open because staff doesn't show up...

More staff isn't automatically more enforcement. Are they going to stop people at the entrance and check a handwritten list of license plate numbers? Turn away anyone with a company logo on their vehicle? Check registration to make sure you're not "commercial"?

Two obvious "unintended" consequences seem obvious: trash dumped on the roadside (and these roads will be "private", so County will claim they "can't do anything"), and the line for the transfer station backing up out to the highway (so we need to hire more cops to direct traffic because now it's a safety hazard).

But then it was always about more jobs for the "right" people...

Perhaps the County will issue Letters of Garbage Transit on special counterfeit proof print stock (more jobs). Then when asked for “your papers pleeease” they can quickly scan in your unique garbage code which tracks your garbage totals (more jobs).

The Letters of Garbage Transit will initially be printed on new non-recycled paper, but when someone complains you’ll be required to return the original, and in exchange receive a new version on 80% recycled print stock The old copies unfortunately wont be recycled due to the counterfeit proof elements embedded in the fibers.

Just a joke this going to be fun sitting in line at the dumpster as the police check you in. why dont they enforce the law and kept business out the dump

Pretty smart, considering he makes between $82k and $152k for telling workers to dump trash into a hole in the ground (when they show up for work).

The Letters of Garbage Transit...

They will need something more complicated (read: expensive) than mere trash tags in order to catch all the people "gaming the system" by using multiple vehicles, visiting multiple transfer stations per day, and pre-compacting the garbage (because County is measuring volume, not weight).

Because they're related to the business owner and would never do anything to inconvenience the "right" people. There's also no shortage of "privately owned" roads where trash can be dumped -- open 24 hours, no fees, no fines.
