These are dramatic results from the 14-day quarantine rule. I believe that it would not be worth imposing additional travel bans because the quarantine rule is working to severely reduce incoming passengers. It is estimated that 97% of all incoming flights from the mainland and Asia have been canceled. Travel from Japan is zero. Hawaii County Mayor Harry Kim said Monday that information needed to enforce the interisland quarantine is coming late. It’s the responsibility of local police to enforce it, but police get critical information about interisland passengers a day late, he said. Kim said he called Maj. Gen. Kenneth S. Hara, Hawaii adjutant general, on Wednesday after the interisland quarantine order was implemented to express concern that enforcement was “just not going to be possible until certain protocols were established with the information.†“Our responsibilities, meaning the Police Department’s responsibilities, could not be committed to because we were not getting the timely information of the visitors — who they are and where they are staying and all of those things automatically required,†Kim said. TL;DR: Efficacy of quarantine depends on distance traveled and "certain protocols established". Much in the same way that lava "recovery" works better if the money is spent further away from the disaster. RE: travel quarantine working/not working - Chunkster - 04-07-2020 We have hundreds of state bureaucrats sitting at home getting paid not to work, but they can't find anyone to do inform the counties about arriving interisland passengers who need quarantine monitoring. What's wrong with this picture? Why am I not surprised? And we're not talking about a highly technical skill set which would need to be learned. This is simply compiling and forwarding a list. RE: travel quarantine working/not working - HereOnThePrimalEdge - 04-07-2020 From the article: Under the 14-day quarantine rules, inter- island travelers are required to fill out a declaration form that includes their name, residential address, telephone number and destination as well as the reason for their trip. 1) I would assume this declaration is on a piece of paper that's completed on the passenger's flight into Honolulu or Hilo? 2) If it's required for Honolulu, would it be possible to also require it for the interisland flight to Hilo as well? Then the paper could be collected at Hilo Airport, and given directly to the Hawaii County police department. No forwarding of information required, no delay. These are extraordinary times. Filling out 5 minutes of paperwork twice is the least of our problems. The problem isn't the forms, it's the people using them. Mainland states are setting up highway checkpoints at their borders and turning away out-of-state visitors. No reason we can't do that here; just put the checkpoints at the borders of the airport property. Airport stays open, visitors go home. Here's a news story posted today: https://www.nbcdfw.com/news/coronavirus/screening-checkpoints-start-at-texas-louisiana-border/2346778/ Louisiana is a hot spot right after New York, so that may be the reason Texas has taken this step. Apparently Mardi Gras this year was a petri dish for COVID-19. What happened in New Orleans didn't only stay in New Orleans, incubating, it spread across the country as well. |
