Makes one wonder if they're tracking the bluetooth IDs from cell phones as well as bluetooth IDs from vehicles.

At 6:20 PM I checked Keaau to Hilo on Hwy 11 - - traffic is moving at 50 mph.
Out of Hilo towards Keaau, 21 mph.

Is that normal, or is the new Shipman Business Park traffic light still throwing drivers for a loop?

I suspect it will take a while longer for them to get the Shipman light timed for minimal disruption during rush hours.
