You may actually be right, sort of. The US government can certainly print up more money which would make it seem like it’s coming out of “thin air”.
But,
we still end up paying in two ways: inflation and higher interest rates. And that’s the most appetizing scenario. The worst is drastically higher taxes. Gotta pay for that “stimulating” somehow!

I'm not sure that that's part of the plan, but if it is those are going to be some hefty payments.

I read projections that Oahu will grow to 1.5 million people. It's too overcrowded already. Oahu needs economic barriers to keep out the riff raff. Even Maui and Kauai. The only place that needs a Jones act exemption is Hilo side.
Hilo side needs to take advantage of the so called "Opportunity zone" waivers that was enacted in the 2018 tax reform.

I’m not sure it has much of a negative effect, but it seems likely like there could be some beneficial modifications to the Act without scrapping it.
