Is a geotech study required for a residential slab in puna? More specifically lower HPP where its all blue rock?

Yep. We had a D9 come in and rip a driveway and house pad last year. The person I spoke with at the county stated it’s not necessary but I’ve been given different answers on other questions so I was hoping to get some info on what others have done in recent builds
