If that's what they say it will cost now, expect it to actually be much more, possibly double. The problem with DHHL is not permitting, it's DHHL itself. This organization has not shown itself capable of managing anything, and getting their own permitting authority won't change that. It might actually make things worse, especially if they decide to cut corners.

When was DHHL set up? 1920?  It took them 100+ years to recognize they’re not fulfilling their mandate in a timely manner?  Will they now speed up the process and try and get it done in the next 90 years instead of another 100?
