JERA, LNG, and the Money Trail -- How a Japanese Energy Giant Is Working to Lock Hawaii Into Fossil Gas

by Henry Curtis
Life of The Land

JERA Co., Inc. is a joint venture between Tokyo Electric Power Company (TEPCO) and Chubu Electric Power, making it the single largest electricity generator in Japan and one of the largest LNG buyers in the world. Through its U.S. subsidiary JERA Americas, the company has been actively pursuing opportunities in the Pacific energy market, including a strategic push to bring liquefied natural gas (LNG) infrastructure to Hawai'i.

The campaign unfolded in overlapping layers: publicly funded research aligned with JERA's interests, a formal State partnering agreement, and direct campaign contributions from JERA executives to the governor who signed that agreement.

Before JERA signed any agreement with the state, the groundwork was being laid through publicly funded research. In August 2024, the consulting firm Facts Global Energy (FGE) released a 94-page report titled "Economics of Accelerating Hawai'i's Energy Transition via LNG and other Alternative Fuels" — prepared for the Hawai'i State Energy Office (HSEO), with capital cost estimates provided by HDR under HSEO contract.

That report was later incorporated into the official HSEO Alternative Fuels, Repowering, and Energy Transition Study, released in January 2025 in response to Governor Green's directive following the 2023 Maui wildfires.
The HSEO study named JERA as a "potential strategic partner" — creating a direct pipeline from JERA-aligned research to state policy to formal government partnership.
On October 13, 2025, Governor Green signed a Strategic Partnering Agreement (SPA) with JERA..... The agreement runs for five years, commits both parties to collaborate on offshore LNG facilities, onshore gas distribution, and new thermal generation, and gives JERA a formal seat at the table in shaping Hawaii's energy policy — with full government imprimatur.

JERA Employee Donations to Governor Green
According to records from Hawai'i's State Campaign Spending Commission, multiple JERA employees and executives made direct campaign contributions to Governor Josh Green — before and after the signing of the Strategic Partnering Agreement...

... contributions described above were made in 2024 or 2025. We currently have no visibility into any contributions made in 2026. Governor Green officially filed for re-election on May 14, 2026. By filing later in the election cycle, he was placed into the last tranche of transparency requirements...

I am curious 'Tang, why do you feel the need to drive your opinions with enlarged text and excessive bolding and color changes? Isn't that suggesting you think of your audience (us) as children needing additional clues to understand, and formulate our own opinions?

Honestly man, I find that kind of post to be disrespectful. If you want an adult's response treat us like adults. Otherwise you should know that if your goal is to get attention you're not achieving it by making your posts repulsive. At least that is my, personal, and honest response. No dissing, nothing of the sort, just a friendly reminder, we're not children.

And, besides, we know you think of Green as some kind of Nazi from Hell "regime".. but come on man, give us a break. Be normal and allow us the opportunity to form our own opinions rather than have your's flashing before our eyes with tacky styling.

At least I'd appreciate it if you tried. Thx.

Good idea !

My Manao posted: Honestly man, I find that kind of post to be disrespectful.

I am going to suggest you relax a bit and stop casually looking for things to complain about. It is not productive. Fonts & colros? Really? Just read what someone says and take it as a person's statement which does not actually require any response or casual criticism.

Mahalo,

Punatang - Good idea!
Happy Pride Month to you as well!

JERA, LNG, and the Money Trail
While I appreciate Mr Curtis doing the digging on these topics (his more recent Is Hawaii`s 100% Renewable Energy by 2045 Realistic? is a good read on what it's going to take to get Oahu as fully as possible on renewables), the total monies documented that JERA-affiliated individuals contributed to Green is ~$17,000 for 2024–2025. Mr Curtis doesn't leave any stone unturned though and is doing the deep dive on an individual that donated $250.

Seems like chump change - apparently to make the big bucks, the Gov has got to cash in on his name and provide Green Water "Pool" Restoration services. ;)

Good to keep an eye out though - wouldn't want anyone using their political office to enrich themselves, would we?

Smaht you! Algae is Green and Slimy.  Another clever idea.  As long as Green sticks with his pattern of emergency declarations and no-bid contracts he can't lose.  Bonus points if he hires vandals to create more no-bid work.

I think the author of the money trail article started with the small crumbs which was the 2025 donations in a non-campaign year.  What was more disturbing was how JERA installed their front man with lots of local connections to lobby, infiltrate, and grease the wheels with genius tricks like having us taxpayers actually pay for "studies" that work against our renewable energy goals, and for JERA.

RandomQ can you please create a zero carbon meme that depicts people actually caring about the glaring fossil fuel push by our own Hawaii politicians who talk out of both sides of their mouth regarding renewable energy policy and goals?

You know Tang, there are some people who believe that if they keep saying the same thing over and over, it becomes their truth.

I see you are one of those!

So, brother 'Tang, is that some sort of talk national keep it local sleight of hand trick you're playing there? I mean it's obvious you're talking about the orangutan and yet you keep saying it's Doc Green. I'm so confused.

Really if you're worrying about the abuse of executive power.. oh brother, why get bogged down in Honolulu when there are such fertile pastures DC side?

Oh, and btw, if I was the executive these days.. any exec.. state side, city side, or the big enchilada himself, I would do everything by "emergency declaration". Sheesh, I'd tell congress, the council, any ol' body of supposed co-governing nincompoops to take a flying leap. Seriously, the constitution don't mean a thing, the orangutan taught is that.. do whatever you want and screw whoever tries to stop you, or hold you accountable bumbai. The rule-of-law is for sissies.. screw 'em, right?

So why bitch about it? Just run, get elected, or steal the damn thing, and do whatever you want!

Doc Green and Julius Geezer have practically nothing in common.

BTW in case anyone here wasn't aware, besides belching out fewer emissions than coal or diesel, natural gas power plants offer this advantage:

"Natural gas power plants are highly flexible and can cycle up and down quickly, making them a crucial tool for grid stability. Their rapid ramping capabilities help balance sudden fluctuations in electricity demand and compensate for the intermittent nature of renewable energy sources like wind and solar. The ramping speed depends primarily on the design of the power plant: Simple-Cycle Gas Turbines (SCGT): These act much like jet engines. They are designed for "peaking" power and can start up and ramp to full load in as little as 10 to 20 minutes. Because of this, U.S. simple-cycle natural gas turbines see frequent use during sudden demand spikes..." Source: Our friends at Google AI
