To qualify for matching funds it is my understanding that donations must be $100 or less.

This list should be notable for who is on it. Seeking matching funds for small donors is, to me, a sign of support on a local level. Most candidates do not travel this road. They have sufficient funding from larger donor amounts.
These have all done an admirable job of appealing to small donors.
