Who to call - Guest - 07-20-2009

I am new to this web posting here but i have been reading this site for a while. I moved here from texas to lower puna. my neighbor has a little guest house, and I know it does not meet county code. the setbacks are way off and the building itself looks like crap.Also there are a lot of rat's around his houe, I beleive this is because he will not pick up after his dog or take care of the ckickens around his place.Will somebody tell me who to call to take care of all this.He will not talk to me.

Consider this BAJA; Things could get worse.

Might be better to plant a hedge, put out rat poison and enjoy what you have. Maybe better not to move in and try to change things.

No offense meant.... but you moved in next door? that old line about an ounce of prevention applies here.

Id talk to the neighbors and see what the norm is in your area, the set up next door sounds typical for some areas (and what I love about Hawaii) to me. I would take my direction from the neighbors as a group as to what if anything you can / want to do to change things.

Care full about your Karma if you go about dropping dimes. I'd work on my Aloha first.

You may be looking at these responses and going "huh? I want to know who to call!"

The reality of the fact is that there is very little here that is that easy....

This county has many, many buildings & properties that are not to code. Even ones that are built with permit & finaled may not have been built to the code of the time.... more has to do with who you know.

Even if you do call, the reality is that the county may do nothing more than notify the neighbor that YOU complained, if they do anything.

Your neighbor may be OK with that, or they may respond to you with hostility.... constantly.... it happens to some here.

The advice of isolating your view of their property & discouraging the pests from coming onto your property is good advice.

There are many people that have neighbors with illegal cock farms & dog situations here.... it is hard to miss the "show cock" tents on many peoples yards, & hear the dogs.... Even in plain site & with calls, nothing is done here... until there is such animosity built up that one of the parties moves (most likely the newest neighbor, the one that complained...)

Here, like many old isolated rural areas, you have to pick your battles carefully. Remember that most people that have been here a long while have old & deep relationships with each other, good &/or bad, and you are the 'new guy', no history to draw on...

Carey's post is a very good description of local "hard reality on the ground" as opposed to "ordinances on the books," which are seen as a sort of abstraction that only occasionally gets enforced. I'm sorry that you find your surroundings objectionable, but unless there is a very atrocious safety or sanitation issue that affects a number of people, don't expect the authorities to be of any use. (And depending on who it is, they might not act even then.)

Try to get to know the neighbor. This will accomplish several things. First, you will get an idea of the mind-set you are dealing with. Second, there will be basis for give-and-take instead of what would be seen as a declaration of war if you call the law. Third, it's a good idea on general principles to know the guy next door. It may take a long time, but by applying aloha, you might eventually be able to influence matters.

In the meantime, the self-applied mitigation methods mentioned above would be a very good suggestion. BTW, welcome to Punaweb from a fellow Texan.

Lived in HPP for quite a while - 10 years - Just reg with PUNAWEB - I agree with the statement "welcome to Hawaii". Thats just the way it is here. Dont move here with the intentions of changing things around you. It just wont happen, the more you complain the more people will will dig their heels in and make your life miserable. Where in Texas did you move from, we moved from Presidio almost 10 years ago.

Its interesting to see this expressed by so many people. I guess after we live here a while the "unacceptable of elsewhere" is the "acceptable of Hawaii". This kinda thing is on all the islands, everywhere.

...and that is one of the BIG reasons we bought 30 acres, at least we can have some control over what is happening around us.
But isn't it that way almost everywhere for the "new guy"?
The Big Island isn't big enough if you have problems with your neighbors![Big Grin]
