Any ideas about where we could take our water-loving lab for a swim at the beach? Without getting hassled, or getting a ticket?

Also, if you take your dog to Honoli'i (just North of downtown Hilo) and walk over to the river side, away from the "official" beach park, your dog can swim there. There is a sign when you walk down the steps that says no dogs, but I have seen dogs there hundreds of times and as long as they are not in the surfing area you will not be hassled. The life guards there are cool, as long as you act responsibly with your dog. Make sure to pick up any poops! But you should do that no matter where you are of course.

If you are looking for something in town (Hilo) down past all the beaches in Keaukaha you have the brackish water ponds. It is a nice scenic hike but there is hardly anyone there and perfect spot for dogs. I have taken my dogs there and they love the natural pools and rocks that abound...
