HAINA -- The county Planning Department stopped prosecuting the owner of an illegal junkyard here after being unable to notify him of the violation, but now will reconsider the matter.

How inept are these people that work in these County departments?
They make themselves out to be bumbling fools.

I am rather surprised. I was aware that CoH was random and lax on enforcement of much of anything. But I was confident that complaints were the motivation for enforcement. In the case cited it would appear that the least little obstacle (like not checking tax records) could defer action.

There are people in the county who I have faith in and believe that they operate to their best ability in good faith as well. Priorities are usually set at the top - or are supposed to be.
