$1.5 million toward a coastal road into Puna? - Rob Tucker - 03-16-2010
The Tribune-Herald has an article on a budget bill at the State House which includes $1.5 million toward building a coastal road into Puna.
I'll try tin find out more about what this refers to specifically. The intended Puna Makai Alternate Route (PMAR) has always been described as a county road and obligation and this article refers to state funding so some confusion results in my mind.

PLANS TO CONDUCT AN ENVIRONMENTAL IMPACT STATEMENT AND PRELIMINARY ENGINEERING REPORT TO IDENTIFY ALIGNMENT AND DESIGN CRITERIA FOR THE PUNA MAKAI ALTERNATIVE ROUTE BETWEEN NANAWELE ESTATES AND HILO WITH PARTICULAR EMPHASIS ON IDENTIFICATION OF A CORRIDOR ALIGNMENT THROUGH HAWAIIAN PARADISE PARK THAT PRESENTS THE LEAST ADVERSE IMPACT ON EXISTING DEVELOPED LOTS.

This is another reason for HPP residents to get involved in the Association. The state has a history of riding roughshod over public input into their planning processes, and this will be no different. HPP needs to take a reasonable, unified position to maximize community influence on this. The "least adverse impact" bit sounds good, but I don't trust these guys. Barbara is right. Vigilance is required.

Either that or widen the current road 130 cause trying to head south at 5pm on a weekday, yikes (parking lot) and if everyone had to leave for an emergency at once forget it.

$1.5 million dollars MIGHT pay for part of an environmental impact report! As I recall, HPP borrowed $12 million to pave the roads, and this is not nearly enough to do more than about half of the development.
Rule of thumb for these kind of projects is to triple the announced budget and at least double the time factor.
In the SF Bay area, we are still waiting for the Bay Bridge repairs to be completed.. The earthquake that caused the dameage was in 1989, so we are at 20 years + and counting. Cost is so far running at around 400% of the original estimate. Hawaii County is at least as inept as SF, so I'm not holding my breath for any action in the foreseeable future.
