In a different impact report, Ocean View residents said they were paying up to $350 monthly for water to be transported to catchment tanks.

The report seems mostly concerned with the leeward side. What about Puna's rainfall?

I'm in HPP (close to the ocean) and our catchment is at the brim. No water shortage problems here. We seem to be getting consistent overnight soakings which is keeping everything green
