Puna Makai Alternate route - macuu222 - 02-10-2011 A road committee has been formed and they are talking with county officals about the Puna Makai Alternate route which someone said may be between 5th and 6th in HPP. There was a meeting Tuesday about this. They say that it is not clear weather it will be 6th or not. They say that PMAR will be between 5 and 15th and they don't know where yet. The county guy was not there. But the committee had some basics... They want to build a 2 lane road and not a 4 lane road. They want it in the back of two lots between two streets between 5th and 15th. (Why? So they don't have a bunch of driveway's going into their road and to minimize how many houses have to be fully compensated for.) So where ever they decide to go that is how it will happen. They talked about the effect to HPP and concerns about traffic, people cutting through for traffic, noise pollution (seemed to be weighted/focused on as sensitive) General meeting, Sunday Feb 27 3pm at the hui. Maybe a very wide 3 lane would be better? RE: Puna Makai Alternate route - kimo wires - 02-10-2011 Would it be anything more than the cut-thru roads that already exist? And would it be extended beyond Shower Dr? If not you will end up with another cross street and people complaining about speeding traffic... Then speed bumps will be installed and then people will be complaining about the extra noise too. RE: Puna Makai Alternate route - JerryCarr - 02-10-2011 I am the chairperson of the committee macuu222 mentioned in the original post for this thread. We are a Committee of the HPPOA Membership formed at the last General Membership Meeting in October, 2010. (That means that we are not appointed by the Board of Directors, although we will certainly keep the Board informed and up to date.) We have held three meetings so far, with an increasing level of interest and participation at each meeting. There will be a full presentation of all the currently known facts about the PMAR relating to HPP at the February 27 meeting macuu222 mentions above. HPP property owners will be able to comment and ask questions at that time. We also plan to have a brief survey ready by then to help guage opinion among our association members. The survey will be distributed at all official HPP meetings and will also be distributed to other organizations comprised of HPP residents. We will also be holding public meetings for the express purpose of public discussion of PMAR. This process is a response on our part to the necessity for the HPP community to take a comprehensive, participatory approach to the planning of PMAR. Rather than take the usual passive approach of Puna communities to something that has the potential to dramatically affect our lives, we plan to be involved in every step of the planning. We have already established formal relationships with the County Planning Department and the Puna Community Development Plan Action Committee. As the process progresses, we will be in contact with other agencies and officials. My own expectations of transparency and two-way communication are high, and so far I have been not been disappointed. I hope things remain that way. The committee meetings are open to all HPPOA members. I won't list all the members of the committee, but I will let you all know that I am pleased to have James Weatherford on board. His expertise has already been invaluable. The next committee meeting is on Wednesday, March 9 at 4:45 p.m. in the HPP Activity Center Library. We anticipate having County (and perhaps other) officials at some meetings, and I will post those here on Punaweb and on the HPPOA website. We also will set up a webpage and email address within the next few weeks where we can disseminate information and collect comments. I sincerely hope that all HPPOA members will take the time to get informed and join us in making our community's needs and wishes known on this important issue. I will post some information here tomorrow that will answer some FAQs, including some of those posted above. I will try to answer other questions, as well. RE: Puna Makai Alternate route - Rob Tucker - 02-11-2011 I think it is great that HPP is getting organized on the topic of PMAR. I would like to point out that if we ever get this alternate route that Puna will get precisely one shot at it and the right of way (ROW) needs to be sufficient to serve the district for the next few generations. Whether it is two lanes initially is of minor import. The day will come when Puna is fully built out and HPP will not want to have to go through another round of acquiring additional right of way. So I would like to see a plan that lends itself to the needs of the future not just the perceived needs of today. It may take another decade or more to get PMAR built at all. Plan ahead. Do it once. Do it right. It would be great if there was room for a bikeway. RE: Puna Makai Alternate route - james weatherford - 02-11-2011 Thanks to macuu22 for starting this thread and to Jerry Carr for taking the initiative to get the HPPOA PMAR committee organized. Jerry will be posting details on various points. Some of macuu22's points could use re-stating: First, how many lanes. Yes, a 2-lane road is what the County is looking at now. Next, placement at the back of the lots has been mentioned for it's advantage of avoiding driveways, but this is definitely not final. State funding for pre-design work, including identifying an exact corridor, has been appropriated on the basis of doing it where there will be least disruption to residences -- that is how the (approximately) 5th to 15th band is derived. About Railroad: It only looks good on the map. There are more houses. There is agricultural land with issues. There is flooding on some sections. The Puna Community Development Plan identifies Railroad Ave as a site for a walking and bicycle pathway, with locked gates and enough surface that it can be accessed and used by emergency vehicles. As for serving the interests of future generations, much more can and must be done to reduce the need for traveling to Hilo. Under any foreseeable circumstances for as far into the future as one may want to look, the cost of that travel in single- or low-occupancy vehicles, using petroleum or biofuels or electricity -- can be expected to become relatively more expensive. RE: Puna Makai Alternate route - Bob Orts - 02-11-2011 I always hear and read how the County and State governments does not listen to the people, or how they exclude community input, or they don't provide for community or individual opinions. Regardless of one's personal opinion on the PMAR, where it should go, how many lanes, or what additional amenities should be included, you have the opportunity as an HPP resident to be part of the process instead of sitting on the sidelines and being told what you want. Will you step up to the plate, or run and hide in the back parking lot?
