while I don't think hilo is that advanced yet... I've seen the camera's in Hilo. Tho, they may very well be sensor cams.

Yes, ericlp, there are cameras, I mentioned that earlier in this thread. I don't know if they are working cameras or not and can't see how they are red light cameras since they don't point in the right direction for that. This thread is about red light cameras.
By the way, if they are sensor cameras, what exactly are they sensing?

They sense traffic. Or if lower tech just record video of it to view in a traffic control center. A red light camera is more complicated and larger. It will have a sensor camera and a photo camera including a flash. Where I lived in Texas the sensor cameras determined the amount of traffic at the light adjusting the schedule for different flow. The magnetic loop can only tell if there is one car at the light, not if there is 50 of them. The sensor cameras are also used to detect bicyclist and motorcyclists.

Some of them look like camera's when some are used to detect emergency vehicles from a distance to change the lights accordingly.

This the law in over 30 states. Does it apply in Hawaii?
A new law allows motorcyclists to proceed with caution through an intersection if the light fails to turn green “within a reasonable period of time” due to a signal malfunction or simply because the vehicle does not set off ground sensors.
Under the new law, “When a motorcycle comes up to a red light or a left-turn arrow and sits there and the censors do not recognize that the bike is there, they can proceed as if through a four-way stop,” he explained.

I am agree with cwoods61. There are CC Tv camera's on the roads to catch the accidents or any happening. Because i already suffer from this , i caught by CC tv camera when the broke the red light rule.
