A month ago I sent a message through the http://orchidland.org/support/ "help desk" where they assign a ticket number to your inquiry such that it's easy to track the response.

This was my question:

Aloha,

Please can you clarify my bill? It shows a MRMA of $100.00 plus a special assessment of $100.00. Since the M stands for "mandatory" I gather that fee is mandatory. Is the special assessment also MANDATORY?

I never got a response. I checked today and the ticket number system showed no response to my question. I re-sent the question today to support@orchidland.org which is the support email address given on their web site.

So I'm guessing the non-response means that the special assessment is not required.

The paving assessment is not Mandatory.
The wording of these bills is deceptive.
The last BOD group did the same thing to try and generate revenue.
Its disappointing that this new group is adopting the same dishonest tactics of the old BOD.
