More traffic capacity (and overtime hours) without the effort/expense of actually widening the road.
Note how it's only important that you get to Hilo in a timely fashion -- it doesn't matter how long your commute home takes, because that's all on "your" time.
I wonder what (if anything) will happen after this "study" is done...

2/3rds of the traffic driving into Hilo in the morning are county, state and federal workers. Maybe too many of them were showing up late, with the excuse that they're stuck in traffic.
(For a comparison, try driving into Hilo at 7 AM on a Monday holiday)

How did the contra-flow work in the Oliver North-bound lane this AM?

I thought it worked pretty well, considering the sign wasn't working signaling the new traffic flow ahead (at least it wasn't when I went through around 6:30). There was also one guy in a orange vest frantically waving with his hands that there were two lanes we could go in. It definitely kept traffic moving, so I appreciate this new concept. Hope it stays.

Friends were posting pics this morning of orange cones everywhere, with no signage telling folks where to drive. And no one was using the extra lane, and the cones just slowed down the traffic. It took several folks that I know about 10 minutes LONGER to get to work today. I always thought contra flow needed big signs, since folks kind of "auto pilot" for morning and evening commutes.

Yeah, I don't know why there are no signs. That doesn't make sense to me. Unless you know what is going on in advance I see how this is really confusing to people. However, I flew right through again today, so I'm pleased with it.

Cones make it impossible to change lanes. What is the purpose? No traffic in left lanes. Merging drivers are stuck. Why not one set of cones separating directions (with signs at junctions?). Drivers can navigate shoulder driving ourselves.
