If you are building on joint lots, do the set backs apply to the interior property lines or only the perimeter ones? I would think only the perimeter ones, but the codes here are not always based on common sense []

I would naturally assume that the setbacks always apply regardless of who owns the lots because lots can be sold separately and are then no longer adjacent.

Only way you could legally use perimeter lot lines is to have the description changed at the County, as well as on Title with a survey of the combined parcels as a start to have legal description. If in an HOA, will have to have their written approval to present to County and Title company at the time of your proposal.
