billy does not need to hand out ice cubes. billy needs to be much more organized. alot of the road clearing is being done by residents. the response has been slow with poor communications to the public. regardless what the reports are saying many, many more people are still without essential services. more water wagons could be set up as well as showers, perhaps even a laundry site. keep in mind everbody, this was barely a category 1 hurricane , or was it a big tropical storm . next time vote for someone with an education , and business experience.

When people aren't being told what's going on, they will start making up stories in their heads, which will most likely be worse than the reality. Then rumors start flying.
