What kind of "modem" is this?

cable modem that converts copper to 1 ethernet that feeds into the back of wireless routers. Also shout-out to openwrt firmware which can be installed on many many off-the-shelf routers.

With fiber, that's called an ONT, it converts longwave optics to gigabit copper.

Best part about fiber is that lightning strikes cannot ride it into my house.

@blizzardwizard which component are you measuring at 30w? The ONT? Router? Wifi?
