Now I can't fully vouch for this but I came across an online service called freelancer.com
Freelancer charges a fee of about $12 to post your need for professional service in your locale and assist in lining up people with the appropriate skills to bid on your project - large or small.
Might be worth a try. I'm giving it a go as a test looking for a Hawaii licensed engineer who is fluent in Chinese. I'll let you know how it goes.
