If the lava crosses the highway there may not be any phase 2.

Phase 2 of the Keaau-Pahoa shoulder lane conversion project is several miles away from the lava flow, so it will likely go forward after the right of way issues are resolved. However, it may scuttle plans to widen Highway 130 Pahoa though.
