Help Plan Pahoa’s Future March 24
Pahoa Village is just over 100 years old. It has evolved from the presence of a Hawaiian Village nearby to a lumber town and plantation village to where it stands today.
There never was a plan for the town, it just basically evolved through the strengths and weaknesses of the times and its residents to what it is now..... with two exceptions.
Over the past century Pahoa Village was strictly a local rural enterprise. Without thought, this changed in the 1950’s when tens of thousands of lots were subdivided setting the stage for a very large increase in population. That phenomena brought forth, in just the past couple of years, the arrival of corporate businesses in the form of True Value Hardware, KFC, Burger King and Long’s. Whether this is good or bad is in the eye of the beholder and is not the issue. The issue is … Does Pahoa want to have some say over the next phases of growth or not?
If your answer is “Not” then there is little need to read further. If the answer is “Yes” then some members of the community are working to get the best thoughts and input from you and your neighbors.
The Puna Community Development Plan (PCDP) allows for village centers to be determined in size and scope by the local residents by creating a Village Center Plan.
Question Number 1: Should Pahoa have one?
Currently Pahoa Village is loose assembly of properties under a variety of uses. There are commercial business lots, but no defined commercial district. There are residential lots, but no clear plan for expanding single family or multifamily housing. There is no business park or industrial park. There is a chronic problem with parking. There is a fair bit of undeveloped park land. There are five schools.
So the current proposal before you is to invite your input on creating a plan with the proper and intelligent mix of uses. A plan. Something to guide future development for the benefit of all.
