Yes, HPP really should be a town. That said, I don't believe the laws of County/State have any provision for this, otherwise Kona, Hilo, and Pahoa would likely be incorporated.
Seems like everything comes back to "plantation-style centralized management/control", complete with The System pre-empting any possible threat to their power.

Kona is actually 2 districts, N. Kona and S. Kona, and Pahoa (945) is way too small to justify being a town.
HPP (11,404) Hilo (43,263), Waikoloa Village (6,362) and Kailua Kona (11,975) are all large enough to be incorporated communities in any other state. All these numbers are from the 2010 census and these communities are larger today, except maybe Pahoa, which lost population during the lava scare period.

Read about this also, Another example of the same problem! I doubt that the Bell city manager could have pulled off this level of corruption without the blind ignorance and or complicit involvement of the Town Council. Understanding a financial statement is essential in properly serving.

In our case, members who understand financial information very well are being denied access to it. That's against our bylaws. We still haven't received the financial statement we were supposed to get in August 2015. Reason: the Pres didn't write a Pres msg.
Now an atty is involved to bolster the board's stance to remove 2 new finance committee members. Reason: the lawsuit.
Tonight's finance committee mtg will be interesting. One can surmise what's coming if the 2 new members weren't invited. It's at 6 PM and it's open to the membership.

To clarify my initial post....The changing of Pres's does not affect our not having received our August financial statements in the mail. BJ was not Pres long before the financial statements were to be mailed out. Ruth wrote one (as the outgoing Pres claiming the board asked her to write the Pres msg) and the board couldn't send it out bc it was offensive and inappropriate to members. At the Oct 2015 Gen'l Membership mtg, the treasurer stated the current Pres (who took his seat in July), is who they were waiting on to write a Pres msg so they could send out the financial information. It's now December.
Edited to add: Maybe the board decided to save $$$ and wait until January 2016 since it's right around the corner in mailing the January's financial info w/the road maint fee billings????
