I was driving home from Hilo and saw one of these cars. No plates, no Safety. I even took a picture! Funny... I thought maybe it was just tourist that was here part time and didn't feel the need for plates and all that. Looked like a newer nissan.

I often wonder how people even survived without the state regulating virtually every aspect of our lives. Usually in the name of 'safety'. So yes, 'work, consume, obey' has replaced 'don't tread on me'.

They can skip the licensing, registration, and insurance all they want so long as they stay off the public roads.
County asserts jurisdiction anywhere "the public" is allowed to drive. "Privately owned" roads are fair game, along with parking lots, etc., along with a full liability waiver for any actions taken (or not taken).

The county CAN issue tickets on "private" roads, and "the public" can drive on them. The only thing really private about them is maintenance.

Exactly. The county has a procedure for you to forgo the registration and safety fees if you turn your plates and registration in, however you are only allowed to operate the vehicle on private property (as opposed to privately maintained "public" roads).

Interesting on its own, pog, but what happens if one of these people cause a bad accident on the road? Not everyone can afford the extra insurance costs covering themselves for under- or non-insured drivers, so when they end up crippled or worse caused by one of these people, who do they turn to?

I think they should just put the registration $ and Insurance in the price of Fuel. There! Problem solved. Wanna drive? Gotta pay for gas and if it's 10-20 cents more per gallon ...

Of course they won't, and that what pisses me off more than anything. I'm still waiting for an ex-neighbor of mine to be charged with felony habitual drunk driving. His dog attacks have gone beyond the statute of limitations, but his drunk driving hasn't. But they can't find him.
Sorry, just letting a few frustrations vent. Back in my birthplace tonight and wanted to be relaxed, but even in three years the place has changed into hell! My God, I never thought I'd see Brit drivers act like they just came from Puna.
It wasn't fun but got home safely.
Still shivering a little bit...
