OLCA INSTALLS PRESIDENT, OFFICERS
Nearly forty members from the Orchidland Community met at the Eagles Club in
Kea'au to install a new president and board of directors for 2016-2017.
Longtime Orchidland resident Dr. Barbara Arthurs was elected to serve as the
OLCA President. Dr. Arthurs who retired as Vice Chancellor from Hawaii
Community College served as OLCA president from 1998 to 2001.
Other board members include Ariel Murphy, Vice President, Sally Waitt,
Secretary, Sharon Landry, Treasurer, David Marquis, Road Chair, Mark Willman,
Director. They were all elected with majority votes from the homeowners on
mail-in ballots and counted by a neutral third party, as stipulated in the
Orchidland Community Association by-laws and the Hawaii Revised Statutes.
Recently, the new board met to collect input from interested property owners
regarding connectivity with the other subdivisions. Dr. Arthurs was asked by
Patti Pinto of the Puna Community Development Plan Action Committee to poll
the Orchidland homeowners to see which of the three connectivity points was
favored. The three options were access from Orchidland Drive, Laniuma and
Pohaku Drive. Because of severe flooding issues, access through Pohaku Drive
was the least favored. “OLCA looks forward to collaborating with the
County in implementing the PCDP as it evolves to meet the needs of Puna.”
Gregg Shelton is one of many friends who honored Dr. Barbara Arthurs at a
recent luncheon on Sunday July 31

Edit: BTW is this the FACO competing OCLA or the true OCLA.
Seriously are they nuts? Pohaku Drive already connects to recently paved 40th Ave. and access Volcano Highway and back to H.A. If they extend mauka into H.A. it would come out on unpaved Road Eleven miles of unpaved to the Highway and a flood plane. Orchidland extension comes out near a flood plane as well but a decent half mile or so to paved Road 8. Laniuma again comes out at Road 11, very far from paved. What are they thinking?

Mostly irrelevant, as the connectivity plan does not provide for eminent domain, any "strategic" landowner can hold up the parade.
Personally, I say both Pohaku and Keala (not on the list), but this further assumes that the goal is to create actual connectivity for emergency egress. As noted earlier, there are additional legal hurdles to be cleared before any County funding can be applied to this problem.

Terricore I am totally confused by your post naming the board of directors for OLCA. I'd appreciate your clarification of where you got this information.
According to Orchidland.org which I thought was the official website of the Orchidland association, not to be confused with FACO Orchidland Neighbors, the board of directors for FY 2016/2017 is:
President Steve Lyon, VP Don Stoner, Treas. Tegen Green, Sec. Ric Wirick. This does not line up with your post. So what gives? Am I just confused or is there something untoward going on here?

For what its worth, As I understand it and remember the circumstances.
The previous leaders didn't show up for 2 scheduled meetings.
This allowed for a court hearing. At the court hearing it was stated that a new election would be held. All votes were to be counted by the league of women voters. This vote was finally held last week.

For the record, I didnt get a mailed ballot either... or a notice of an election being held at the Eagles Lodge.

My understanding was that the court ordered new election of officers, but at a later hearing it was decided not to hold the election. A further hearing is to be held in October. It would appear that we currently have two groups claiming to be the "legal" board. And at this point, I'm not sure I trust either of them...

Exactly. Which is why I stopped paying my road fees. I don't know if the bills are coming from the legitimate board or the illegitimate one. At this point, honestly I don't know if EITHER board is legitimate. I set the money aside so I can pay up when I know it won't be embezzled.
On a good note, there has been more road repairs observed in the last year than in the previous 3. On a bad note, I don't know if licensed contractors were used or if the work was part of the embezzlement process.

This has always been the legitimate site, not Orchidland Voice or Orchidland Neighbors both FACO. It is confusing, yes, Terracore but not if you do a bit of research. It's clear who's a fraud and who's for real. I agree more has been done by the ligit board on our roads than in the last 15 years I've lived here. I pay my road fees even though I don't live on paved.

A dissident group of owners have made themselves “agents” of Orchidland Community Association (OLCA) and in that capacity have falsely presented themselves as the legitimate Board of Directors (BOD), first to the Bureau of Business Registration (DCCA), and after that to the Post Office and financial institutions where the funds of OLCA are maintained. They have succeeded in getting the DCCA Registration records frozen as well as the OLCA Post Office Box and bank accounts.
Instead of respecting the authority of the presiding Judge over a case that they started, this group tried to split off from the genuine BOD after the November 1, 2015 Special Membership Meeting, when Board Members Barbra Arthurs and Peter Houle, who had supported the filing of the lawsuit, were removed from the Board by a majority of the voting membership.

Not sure about OLCA, but most community association boards around here are voluntary. Imagine, donating your time and effort to try to do something positive for your community, and then having to suffer constant attacks and unnecessary setbacks. It's a wonder anyone volunteers.
