Permitting question

Is a county permit required (or recommended if not required) for a concrete driveway and parking pad with no structure to be attached?

Permit required to attach said driveway to any "public" road.

Generally, concrete poured "on grade"does not require a permit.... i.e. sidewalks, simple pads and and driveways. But if you ask the building department you may get a different story. They like to decide things on a case by case basis.
Assume the best and ask questions.

not to be splitting hairs, but asking for clarity, can one pour a drive up to the easement line and have the "gap" to the pavement to be considered "not attached"?

"Can" you...? Sure. I wouldn't worry about it. Last thing I'd do is ask the building department. They live for making things more complicated than they need to be. Lots and lots of driveways are poured or paved to the road.
Assume the best and ask questions.

Thanks for the quick replies. This would be in HPP, so the "public" road issue won't apply. And yes, kalakoa, I know the county might decide in some obtuse, likely revenue related, instance that an HPP road is public. That's why I will follow Rob Tucker's advice and not ask them about it.

Mahalo Rob. I fen though I was a B.I., I am still one to "poke the badger" once and a while by pushing the envelope on something ridiculous by even pouring all the way up to 4 inches shy of easement or pavement and be able to say "I don't need your permit, I am not "connected" to your road".
