Isn't the state the only one that can change zoning
State Land Use boundaries are a sort of "master zoning" (Ag, Urban, Conservation, etc) within which County has some leeway (specific subtype, lot size, road frontage, Special Use permits, etc).

In theory all Ag types are Ag tax rate. If not, County would have to grandfather the existing tax rate on all affected properties until change of ownership (in order to be "fair", which is to say "avoid lawsuits").

My guess is that they would also have to grandfather the existing "farming" operations. Same with the proposed new legislation.

Correct, and it could be argued that such "permitted use" run with the land, not the owner.
I can just imagine the real estate listings. "1-acre lot with home and LEGAL fancy game operation!"

I think there are some "Protectors" on various islands making that claim. Like the group living for free at the Coco Palms on Kauai. Without the show birds or weekend cock fights on the property.

My daughter said there was a rooster out with a cord around its leg. I thought it might have got caught on something so looked for it. It has a 2-3 ft long cord securely on leg. Is it from a fighting farm? While I don't have a much empathy for these damn birds usually, I do appreciate an escapee. I'm trying to catch now......

I find that helicopter overflights, barking dogs, and gunshots are "impacting my quality of life". Will the Council be taking up these issues as well?

If the rooster bill passes, maybe one could set precedent over the decibel level used in the bill to use as a base line for your "impacting quality of life" on the db readings of said dogs, helicopters, street racers and gunshots in trial?
