To use a hurricane analogy:
It may not be here yet, but we're in the cone.

US cities shut down vs shutter county

I don't think either of these are accurate and create a false dilemma. In most "shut-down" cities you can still go out for groceries, even pick up food at restaurants. They are not in full lockdown mode, just STRONGLY URGING to avoid all unessential (for which there is still no enforcement or punishment). Trying to give people a chance to act responsibly.

Kim's idea of trying to hold events with "just enough" mitigation is a bad experiment and recipe for disaster as you won't know what didn't work until dozens of people are sick, hospitalized, or dead.

Again, I am reminded of the discussion held by the people of Saint-Pierre on the island of Martinique as Mount Pelee was rumbling in the distance. Some, most predominately the merchants who feared a loss of revenue, were cavalier and encouraged the people to continue shopping and carrying on as if there was nothing to be concerned with. Others, who were in general drowned out, spoke of the impending dangers.

As it was she blew, and killed all but two of the entire city's population of approximately 30,000.

As it is now, we have reams of knowledge of past epidemics and the severe measures that we must take to irradiate them. Anyone, imo, preaching anything other than caution is risking the lives of all that would be lulled into listening to them.

Of course, I suspect the best advise is to prepare for the worst and hope for the best. And, if you have any of the listed underlying conditions take the warnings seriously. Is that fear mongering?

A study by UK epidemiologists predicts that attempts to slow, or mitigate -- rather than actively halt, or suppress -- the novel coronavirus could overwhelm the number of intensive care hospital beds and lead to about 250,000 deaths in the UK and more than a million in the United States during the course of the current pandemic.

fear mongering

The cosmic irony is that if you take the predictions seriously and take action to prevent it, then the prediction will likely turn out to be wrong and overstated. However if you think the prediction is fake and take little to no action, then the prediction is more likely to come true.

As there are no do-overs or control experiments to run, maybe take the warnings seriously so you don't have to find out the cost of how wrong your beliefs can be.

Harry's approach is dead wrong in every way that awful pun implies. Due to lack of testing and delays in getting results from those done, we don't really know the extent the virus is here. The only safe assumption is that it's here, and the mayor needs to get serious.

We still do not have a single confirmed case on the island. Aside from being exposed multiple times from different sources. Mr Kim is working within reason for now.
