Any County-driven process fails to recognize the fact that State actually controls land-use. County merely decorates within the State's broad brush strokes. For example, County cannot upzone Ag to Residential, because Residential can only exist within areas that the State has designated as Urban. As such, I am extremely suspicious of any attempts to rewrite County land-use ordinances; I expect these "revisions" are really going to codify additional restrictions, starting with the vacation rental "problem".
