Kehena Beach; What to do-do?

" Kehena Beach is a special area and we don't need stores, roads, and parking lots covering the beautiful landscape."

I was wondering if she has any ideas on what to do with the Caca and urine from all the visitors to the special place. Does she seriously think that a hundred or so people on a Sunday don't "sully" up the place a little?

Any development ideas?
Are sandwich bags adequate?
Is this Russell's fault?
