Yeah it is just harvesting data for later data forensics. Usually it is used for political purposes or to make an example out of some poor sucker. If you think about the population size and how much info is flying around it is impossible to be listening to everyone in real time there would have to be a nation of NSA workers just ear to the grindstone 24/7. Still a violation of our rights but fortunately like some other government agencies it is kind of a turkey farm considering what has gotten past their surveillance since Bush started the wire tapping program in the early naughts.
