I say:
If there is an emergency situation, many services that would need to use the Hui during a crisis would be displaced.
Surely there must be decent buildings as large as our HPP Hui that are available during weekdays.
What about churches?
Center for Spiritual Living has nice new building.
Look at all the complaints voiced here when our HPP Hui was not available for use during weekday hours for emergency agencies to use during the hurricane crisis.
When a crisis happens, such as Hwy. 130 closing, we need to use the only building we have for the largest subdivision in Hawaii as a crisis emergency building.
Do not commit to tie up our only building. We may need it for emergency supplies during daylight hours.

If there is an emergency of the sort Iselle was it is highly unlikely that school would be held anyway, or HPPOA could write into the lease that the Hui reverts to other uses if there is an emergency. For these students and school this IS an emergency, but you want to keep the Hui an empty building just in case there might be a different emergency?
