In theory, there are no permit requirements for a "storage shed" (not used for "habitation") up to a certain size (which varies by zoning and applicable codes; some Ag uses may elect the more generous State codes in certain circumstances).
In practice, it depends on the neighbors, how much they can see, and what they're likely to complain about; while County does have technology that can identify new construction from aerial photos, they are only enforcing in "certain areas".
Technically, HPP is Ag (600sf "storage shed") and lots are 1 acre (smaller than required for State ag exemption), but it's also relatively developed (more likely neighbors will complain).
