I have read of this problem often, but don't have any contact for you as I'm still on the mainland. I'm sure someone on this site has this info, also on the FernAcres board minutes it speaks about how to notify the authorities. http://www.fernacres.org/ Perhaps you could try the HPP forum also as it is close to you http://www.fernacres.org/, perhaps a kind sole on this forum will have several good ideas also.
