how did some subs luck out while others have issues?
Current working theory: County "washed their hands" of the vast "private" subdivisions, which were effectively forced to create some kind of governance. The problem seems to be "worse" where mandatory dues/fees make an attractive target.
Exacerbated by: subdivisions are too large, too many people want too many different things, so there's an internal power struggle between "gentrify" and "keep it country".
There are "adjacent subdivided lots" which are just a bunch of lots on County roads; these have no independent political entity, and were probably created by some well-connected developer, or someone paid County to create the roads (haha).
