Susan, it wouldn't hurt to discuss the job intended and a few more details. You don't need to mention names but perhaps we could connect the dots if you tell us where he lives, what he does, is he licensed etc...
You may not want to ruin his reputation but do you want him to continue to rip people off because you kept your mouth shut? What's that old saying about bad people succeeding because good people don't do anything about it?
If he is licensed you can contact the contractors board. If he is not you can go to small claims. Why wait?
After owner contracting a few houses here I've learned to be very tough when it comes to hired help. I once fired 3 or 4 tile setters in a row on the first day they each showed. I won't put up with incompetence or sketchy work ethics.
There are a lot of welfare scammers here, food stamps is a way of life for a good percentage of our population. This is the mentality you are dealing with...toughen up, you don't owe anyone a free ride.
